Who We Are

The Civic Coalition for Free and Fair Elections is a permanent, voluntary entity, comprised of civil society organizations from Moldova, whose aim is to contribute to the development of democracy in Moldova, through advocacy and implementation of free and fair elections according to the standards of ODIHR (OSCE), the Council of Europe and its specialized affiliated institutions.

Currently, the Coalition carries out its activities during each electoral cycle (pre-election period and electoral period) in elections or referendums of any kind.

The Coalition was established in 2005 at the initiative of 12 non-governmental organizations in order to contribute to ensuring free, fair, transparent and democratic elections of the Parliament of the Republic of Moldova. The coalition was relaunched in all subsequent election cycles.

The Coalition consists of 39 organizations and still accepts new members. The procedure for joining the Coalition is described in the Coalition’s Rules of Procedures see the section Join the Coalition.

In its activity, the Coalition is guided by the Charter of Free and Fair Elections which stipulates the electoral principles and standards the organizations engage to promote and based on which they evaluate electoral processes.

The operation of Coalition is governed by the Rules of Procedures, according to which the Coalition operates on the principles of voluntary participation and equality of all its members. The Coalition is led by a Council assisted by a Coalition’s Secretariat, together they facilitate the largest possible participation of Moldova NGOs, both nationally and locally, in the realization of the Coalition’s mission,

The Coalition’s activities are apolitical and include programs aimed to:

-long-term and short-term observation and monitoring of the electoral process;

– monitoring the media coverage of electoral processes;

– civic and electoral education;

– informing the citizens about elections;

– promoting inclusive elections;

– legal assistance to journalists and voters in exercising their electoral rights.
