The note addresses the following core areas:<\/div>\n<ul data-end=\"1327\" data-start=\"771\">\n<li>\n<div role=\"presentation\">expansion of the legal definition of electoral corruption and stricter criminal sanctions;<\/div>\n<\/li>\n<li>\n<div role=\"presentation\">introduction of donation caps for vulnerable and disproportionate funding sources;<\/div>\n<\/li>\n<li>\n<div role=\"presentation\">prohibition of using charitable activities for electoral purposes;<\/div>\n<\/li>\n<li>\n<div role=\"presentation\">regulation of paid mobilization and simulated protests;<\/div>\n<\/li>\n<li>\n<div role=\"presentation\">restrictions on reconstituting political parties declared unconstitutional;<\/div>\n<\/li>\n<li>\n<div role=\"presentation\">mandatory tracking of party membership and expedited adjudication of electoral corruption cases;<\/div>\n<\/li>\n<li>\n<div role=\"presentation\">new instruments to counter extremism and foreign influence in elections.<\/div>\n<\/li>\n<\/ul>\n<div>The non-paper provides a detailed breakdown of each provision, its intended legal effect, potential implementation challenges, and relevance to systemic risks documented by election observers and oversight bodies.
