The Moldovan\u00a0Association for Participatory Democracy ADEPT<\/a>, under the auspices of the\u00a0<\/b>Coalition for Free and Fair Elections<\/a>\u00a0(CALC)\u00a0and with the support of UNDP Moldova, is pleased to share with you an\u00a0analytical note on the organization of polling stations abroad<\/b>\u00a0for the upcoming parliamentary elections in the Republic of Moldova, scheduled for 28 September 2025. The Document is attached.<\/div>\n
The note reviews past voting trends in the diaspora, and the methodology used by the authorities in determining the number and distribution of\u00a0polling stations abroad. It highlights that the Central Electoral Commission (CEC)\u00a0has approved the establishment of 301 polling stations in 41 countries\u00a0(including four for postal voting), representing a 30% increase compared to the 2024 parliamentary elections. This\u00a0expansion is aimed at reducing overcrowding, addressing geographic challenges, and ensuring the constitutional right to vote for Moldovan citizens living abroad.<\/div>\n
The\u00a0measures announced by the authorities have been met with criticism from opposition parties, who argue there is an imbalance between polling stations opened for the Moldovans residing in Western countries and those opened for Moldovans in the Russian Federation. Similarly, the opposition has voiced discontent with the reduction of polling stations for voters from the Transnistrian region.<\/div>\n
Given these concerns, ADEPT considers it essential to provide fact-based analysis that contributes to an informed dialogue among stakeholders. The present note focuses on polling stations abroad. In the coming days, ADEPT will also present a dedicated note on polling stations for voters residing in the Transnistrian region.<\/div>\n
