Principala concluzie a raportului analitic \u201eCartografierea premiselor \u0219i stimulentelor FIMI \u00een context electoral \u00een Republica Moldova\u201d elaborat de Asocia\u021bia ADEPT \u00een parteneriat cu International IDEA.<\/p>\n<p>Republica Moldova traverseaz\u0103 o etap\u0103 complex\u0103 de consolidare democratic\u0103, \u00een care reformele institu\u021bionale \u0219i apropierea de Uniunea European\u0103 coexist\u0103 cu vulnerabilit\u0103\u021bi interne persistente. \u00cen acest context, raportul\u00a0<em>\u201eCartografierea premiselor \u0219i stimulentelor FIMI \u00een context electoral \u00een Republica Moldova\u201d,\u00a0<\/em>elaborat de Asocia\u021bia pentru Democra\u021bie Participativ\u0103 ADEPT cu sprijinul\u00a0<em>International IDEA<\/em>\u00a0\u0219i\u00a0<em>Global Affairs Canada<\/em>, examineaz\u0103 un set de 16 premise \u0219i 6 stimulente care determin\u0103 vulnerabilitatea ecosistemului informa\u021bional \u0219i electoral al Republicii Moldova la FIMI, utiliz\u00e2nd metodologia IDEA pentru cartografierea factorilor ce afecteaz\u0103 integritatea proceselor democratice. Analiza eviden\u021biaz\u0103 c\u0103 de\u0219i Republica Moldova dispune de un cadru juridic \u0219i institu\u021bional relativ robust \u2013 care include reglement\u0103ri electorale moderne, un sistem consolidat de supraveghere a finan\u021b\u0103rii partidelor \u0219i eforturi semnificative de transparen\u021b\u0103 \u2013 aplicarea legii este inegal\u0103, iar \u00eencrederea public\u0103 \u00een institu\u021bii r\u0103m\u00e2ne sc\u0103zut\u0103. Aceast\u0103 combina\u021bie de progrese \u0219i fragilit\u0103\u021bi genereaz\u0103 un mediu propice pentru exploatarea vulnerabilit\u0103\u021bilor interne de c\u0103tre actori ostili, \u00een special \u00een perioadele electorale, c\u00e2nd campaniile de manipulare informa\u021bional\u0103 devin mai agresive.<\/p>\n<p><strong><span data-contrast=\"none\">Institu\u021bii \u0219i \u00eencrederea public\u0103<\/span><\/strong><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Institu\u021biile democratice ale Republicii Moldova opereaz\u0103 \u00eentr-un context complex marcat de eforturile de integrare \u00een Uniunea European\u0103 \u0219i de vulnerabilit\u0103\u021bi structurale persistente. De\u0219i \u021bara a \u00eenregistrat progrese \u00een consolidarea cadrului normativ \u0219i \u00een alinierea la standardele europene \u2013 inclusiv prin noul Cod Electoral \u0219i crearea mecanismelor interinstitu\u021bionale de contracarare a ingerin\u021belor str\u0103ine \u2013 aplicarea legii r\u0103m\u00e2ne neuniform\u0103, iar \u00eencrederea cet\u0103\u021benilor \u00een institu\u021bii este sc\u0103zut\u0103. Ob\u021binerea statutului de \u021bar\u0103 candidat\u0103 la UE a impulsionat reformele \u0219i transparen\u021ba, \u00eens\u0103 nivelul redus de \u00eencredere \u00een institu\u021bii alimentat de politizarea acestora, fragilitatea partidelor, resursele limitate ale institu\u021biilor de reglementare \u0219i percep\u021bia de impunitate continu\u0103 s\u0103 afecteaze capacitatea statului de a r\u0103spunde coerent ingerin\u021belor str\u0103ine.\u00a0<\/span><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">\u00a0<\/span><\/p>\n<p><strong><span data-contrast=\"none\">Discurs public \u0219i polarizare<\/span><\/strong><span data-ccp-props=\"{&quot;335551550&quot;:6,&quot;335551620&quot;:6}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Discursul public moldovenesc este polarizat \u0219i divizat pe linii geopolitice \u0219i identitare. Finan\u021barea campaniilor online este slab reglementat\u0103, iar publicitatea politic\u0103 digital\u0103 r\u0103m\u00e2ne opac\u0103. De\u0219i exist\u0103 garan\u021bii legale pentru libertatea presei, o parte din institu\u021biile media continu\u0103 s\u0103 fie controlat\u0103 de grupuri de interese, iar transparen\u021ba propriet\u0103\u021bii pe segmentul online \u0219i scris r\u0103m\u00e2ne deficitar\u0103.
