ADEPT Releases Analytical Note on Law No. 100/2025 Aimed at Combating Electoral Corruption

The Association for Participatory Democracy ADEPT has published a new non-paper analyzing Law No. 100 of 13 June 2025—one of the most comprehensive legislative reforms in recent years targeting electoral integrity in the Republic of Moldova.
Developed under the project “Strengthening Democratic Resilience in Moldova,” the document offers a structured examination of key legal amendments introduced to the Criminal Code, Contravention Code, Law on Political Parties, and other related legislation. The note addresses the following core areas:
  • expansion of the legal definition of electoral corruption and stricter criminal sanctions;
  • introduction of donation caps for vulnerable and disproportionate funding sources;
  • prohibition of using charitable activities for electoral purposes;
  • regulation of paid mobilization and simulated protests;
  • restrictions on reconstituting political parties declared unconstitutional;
  • mandatory tracking of party membership and expedited adjudication of electoral corruption cases;
  • new instruments to counter extremism and foreign influence in elections.
The non-paper provides a detailed breakdown of each provision, its intended legal effect, potential implementation challenges, and relevance to systemic risks documented by election observers and oversight bodies. Its aim is to support institutional stakeholders, civil society actors, and the broader public in understanding the structure and logic of the newly adopted framework to prevent electoral corruption and safeguard democratic processes.
