CALC Statement Defending the Voting Rights of Moldovan Citizens Abroad

Chișinău, June 3, 2025 – The Civic Coalition for Free and Fair Elections (CALC) has issued a public statement today expressing concern over a draft law aimed at limiting the voting rights of Moldovan citizens residing abroad.
The statement emphasizes that the right to vote from abroad is a fundamental constitutional right and an essential element of the democratic process. Any unjustified restriction on this right contradicts both national legislation and Moldova’s international commitments.
Among the most concerning provisions of the proposed legislation are:
  • the requirement of prior consular registration as a precondition to vote;
  • the exclusion of voters with expired identity documents;
  • mechanisms that reduce the impact of votes cast from abroad;
  • the misinterpretation of European Court of Human Rights case law to justify such restrictions.
CALC calls on the authorities, particularly the Parliament, to reject any proposal that may limit citizens’ free and equal access to the vote. It also urges political parties to uphold the universal character of the right to vote.
