The Moldovan Media Sector: Under Pressure, with High Stakes Ahead of the 2025 Elections
Today, the Independent Journalism Center (IJC), a member of the Civic Coalition for Free and Fair Elections (CALC), released a new study on the current challenges and needs of mass media institutions in the Republic of Moldova. The publication comes at a critical time — ahead of the 2025 parliamentary elections — when the quality of public information is essential to ensure fair and informed participation.
Key findings include:

Only 12% of media outlets have clear internal policies on the ethical use of artificial intelligence, even though 67% already use AI-based tools.

84% of institutions report unfair competition in the sector, and 75% signal conflicts of interest.

60% say their revenues do not cover expenses, and the lack of qualified staff remains a widespread issue.

Access to professional training is uneven, with technical and administrative staff receiving the least support.
These challenges have a direct impact on the integrity of information during elections, when the risk of manipulation and disinformation is high. Without a strong and independent media sector, elections cannot be truly free and fair.
The study calls for urgent systemic interventions: increased support for local media, investment in professional training, and fair regulation that protects responsible journalism.
